I was chatting with Marcie off-line and my thoughts were.

a. Repeater heard from VA due to the band opening
b. A VA Repeater getting into the NYC Repeater input, same as the Boston
(Nantucket) does to one of the Long Island Repeaters, which is why 307xxxx
RIDs are seen :)

Anyone on this list from VA have notes on 172.4250 down there, other than
the DC IWN with a different NAC or a VA Repeater or input using 165.9250
(which I have as the NYC input)

I show the Norfolk VA  FBI field office uses 338xxxx so perhaps you were
hearing one of their frequencies in use
