Keep in mind that frequencies typically used by federal agencies might be
used by states now that have set up P25 VHF trunking systems due to the lack
of frequencies available. I have seen multiple usual NTIA assignments set up
for state trunking systems in Wisconsin and Missouri, which are near me, as
well as other states. In fact, in the west, even VHF marine frequencies have
been set aside for such use.
