Sorry, I am on the digest version of this listserv so I see posts only every several days, weeks or months, depending on activity.
The state of Arizona recently was granted VHF marine frequencies (as well as other Part 90 frequencies) for use at prisons around the state. Of course, the only use of VHF marine in Arizona is around some larger lakes and rivers.

That would have been Chuck, N2DUP who posted that helpful info, however most of those (In my monitoring) are Central US, away from the Coasts.
Along with some of the International channels that have always been Part 90 allocations
Those are generally the old Marine Operator channels, known as Public/Maritime Correspondence.

Houston DEA is on the "new" UHF 11-channel P25 plan but they are not used often. You can consult the list on RR under Harris County, TX Federal. They are often heard air-to-air on 136.275 when multiple aircraft are up. The aircraft used 171.5875 NAC 283 (not a typo) for air-to-air/air-to-base in the past but I haven't heard that since 2017.

Have a good friend there. His radio use is exclusively TXWARN, no fed
freqs at all. Primarily HPD enc talkgroups.

For NYC , (B-13) Yup and some other states
Also used by BP, CBP, DOT, USMS, USFS and USFWS in many others
