The 90% encrypted is probably the reason you don't see much posting.

I did a post years ago on Federal Court security on DMR I caught on simplex.

I also did one on a postal center I found band scanning.

Come to think of it, I should have posted the "government attic" getting some sort of a copy of the IRAC. It is a mess but you can keyword search it.
