outside of DEA here in the Northeast this would/should be an NTIA input and if you are hearing both sides of the traffic
it is either an image or you are right on-top of the users, generally also it would not be a valid NTIA Simplex assignment

That said, the only Notes, I have would be much further south and is assigned to the TVA Dams and Power Plants (again as an input freq)

I'm traveling, so I have not looked at your area (RRDB) to see who in the UHF (450-512) for EMS might have the same PL, to suggest the potential image frequency.

Even the NTIA FOIA is bare for 408.5375 and 417.5375 and our Region of the Northeast
