Bob, generally 165.7625 is the FAA and has been used at other airports for Telemetry dealing with Runway Lighting.

I had (for CT) this back in 2010 at Windsor Locks and the 2021 NTIA FOIA also listed this for Bridgeport.

I hear 163.3 $293 100% encr. Never heard a clear QSO so they must be
programmed strapped. No clue who it can be.

I did find something new lately. That constant tone on 165.7625 comes from
a transmitter right near Tweed NH Airport. I got a close call hit on it
recently when I was down there. I can see the airport from my living room
in Milford and can hardly hear it from home. So it must be 1 or 2 watts at
most.
