Very similar to the 400 frequencies also used by the FAA and NWS for Telemetry (Wind Shear, Weather sensors and lighting)

Ohhh great info Bill. Makes a lot of sense seeing it is so weak unless you are right at the airport. It is a good antenna tester from my QTH!

I hear 163.3 $293 100% encr. Never heard a clear QSO so they must be
programmed strapped. No clue who it can be.

I did find something new lately. That constant tone on 165.7625 comes from
a transmitter right near Tweed NH Airport. I got a close call hit on it
recently when I was down there. I can see the airport from my living room
in Milford and can hardly hear it from home. So it must be 1 or 2 watts at
most.
