[FedCom] absolutely no federal government activity in my area of Western New York

Hi guys, I have been reading the recent threads on and off here,  and from
time to time I'll search the federal government bands and other then the
weather channels, I haven't received a thing.  I am still in Rochester, New
York and the only people I know who are using communications for security
are the guards at the social security office.  I know that they are digital
and I would assume APCO 25 conventional but someone said they were
encrypted.  I haven't even heard any transmissions  with encryption.  Is
there anyone in the Rochester area that is receiving anything, and if so
what are you receiving?
