You mission for the next two weeks is to scan/log these four Frequencies

report back the PL/DPL or NAC and if you have SFT (Single Freq Trunk) or other sources the RID's being used.

411.1375
406.7375

Rochester being so close to Canada and some of the Canadian Freq's (Business etc) are within the US Federal Band, I think you might be missing out.

What type of Antenna, Indoor/Outdoor
What is your channel spacing in the VHF and UHF Federal search's ?
