Well, this seemed to be real time surveillance in one of Detroit's more questionable neighborhoods.  When I heard it the first time, it was in mid afternoon and there have been other times I've heard it at night.  One of the many federal buildings in Downtown Detroit also had their security staff using an analogue frequency.  At that time, I was living in Grosse Pointe, and could usually get the smaller repeater stations from Downtown Detroit.  There also was of course APCO25 both in the clear and encrypted.  Finally, there was a ham repeater broadcasting in APCO25, but the only people who ever used it were federal workers who had access to a rig capable of working P25.  All of the above activities were heard in about 2003 or 2004.

Hi Bill, I have the SDS100 and the BCD436 as well as the Icom ICR30, all of which are just using the stock antenna.  This brings up another point that even when I was in the Detroit area, I heard more from Canada on those bands then I did from the federal agencies.  Interestingly enough, I heard some things that were not only in the clear, but in analogue mode when I would have guessed they would be encrypted.
