They have two input receivers, one on each end of the island (and many more
in between). There is a "voter" which continuously evaluates which receiver
is picking up the cleanest transmission and instantaneously routes that
specific audio to the repeater via a microwave link, muting the noisier
ones. You are seeing the two input NAC's, depending on the mobile unit
transmitting, I don't know who uses each NAC in this case, but this is a
common occurrence on Federal repeaters as well as other Public Safety
agencies dealing with large AOR (area of response). We have set up several
of our Federal systems here in Connecticut this way.
