I received a telephone call from the FCC at work this morning, advising me
that the broadcast aspects of WC2XPF must cease.
The reasoning is that broadcasting is not really experimental. Although it
was requested to allow AMTOR/SITOR(FEC) and PSK31 be used as additional
modes, it was felt that the original objective had been met, which was to
determine the public interest in RTTY Broadcasting. Indeed, it has been
successful beyond my wildest expectations.
Further testing using low power will be allowed on 13972 and 6994, and we
will do so on a basis such that some new software Bill Bytheway has cooked
up can be proven to work. We will also be doing some testing on 20 and 40
meters, inside the ham bands, where we can still run 1500 watts.
I will begin my efforts at getting through to the right person and the
right branch/bureau at the FCC this coming week. The FCC is a rather
compartmentalized operation, and if there are no rules governing a
particular operation, they cannot function.
Thanks to all of you who have been behind me on this project. I don't have
the heart to just let the past year and a half or so go for nothing. I
will have to learn the mechanisms, mannerisms, and techniques for dealing
directly with the FCC. I do not have a big pile of cash, and I am not a
lawyer. I do feel that I should not have to have either of those
attributes in order to deal with and be recognized by the FCC.
I will keep GreenKeys posted of all that transpires.
