The dates mostly preclude it being a Baudot machine (teletype)

However, CW Wheatstone perforators were around prior to Baudot.
The high level Wheatstone perforator was structured like a typewriter.
The basic level Wheatstone perforator consisted of three 
levers:  dot/space/dash.

Unfortunately the fotos do not show any close detail and the tape shows no 
perforations or printing.

Not sure about this but it fits four fingers of each hand plus a center bar 
for thumbs.
Seems like a primitive Court Stenographers shorthand machine.

The "head-scratching" goes on..........
