Henry,

That's a Model 28 Keyboard Typing Reperforator (KTR). They came in various
configurations. Some of them have a reperf that fully punches the tape
(chad tape) and others have the chadless tape punch with the "lids".
There is also a model that prints only on a 3/8 inch tape. That model
also had a keyboard-controlled three-speed gearshift. 

There were
piles of the KTR's at the Paterson NJ warehouse. And, there's been a lot
of them showing up in surplus (many on Ebay). $50 isn't a bad
price, but it's one heavy machine!

I have a Navy version that's identical to the one now on Ebay. Mine
has the chad tape with a blower assembly that sucks the punchings out to a
small bag on the rear of the machine. What a mess when you forget to
attach the bag!
