It sounds quite rational to me, designating by bandwidth instead of
mode. The particulars of some of the changes is outside my experience.
One thing is interesting, and pertains to a thread here about what was
allowed, eg. automatic stations for Hoffnet:

communication is under local control of an operator. While it would be
impractical for an automatically controlled station to tell whether the
other station is under automatic or local control, it should suffice to
require that stations under automatic control not initiate

Doesn't this answer informally the question as to what is currently
allowed? An automatic forwarder that DOES NOT INITIATE A SESSION seems
to be allowed now, and in the proposed changes. Original sections are
97.109(e) and 97.221(b).
Some of the other changes seem to be about clarity, which seems like a
good idea in general.
