Don,
	It's not just SpamAssassin.  In E-Mail, all caps is generally 
considered to be yelling.  You will have about as much luck changing 
that belief as you will be able to convince people that the sky is not 
blue.  Also, all caps is actually harder to read than proper use of 
upper and lower case.
