Yup.  Black.  My experience with TTY outside ham radio was with the FAA.. 
We used black.  The onliest machines I ever got ahold of that had been used 
with the purple stuff were the gloppiest I'd ever seen.  Maybe not the fault 
of the purple ink, but the perception exists.  So black for me.  I did see 
the NCR purple too.
