I don't have my Tempest manual in front of me, but basically you need a HV Loop supply and an interface to key this supply from your Tempest low voltage output.

You might have a HV supply built into your M28 already. If your LESU has a transformer, a electrolytic cap and a place for 1/4" phone jacks your almost certainly ready to go. Just plug the HV side of Jack Hart's keyer into your M28 and connect the LV side to your Tempest output.
