Unless you have agreed to the new terms and conditions they can not 
force you to turn the items back over. I had a similar circumstance 
several years ago and they tried to pull the same thing with me and I 
told them that I would not return them. They were not happy but their 
was nothing you can do.

The main reason they are probably doing this is that your particular 
piece of gear was more then likely part of a larger system that has 
now be designated as Demil.  They went into the supply database and 
pulled up every item that was part of the bigger system and changed 
it to demil D.

I have had an ongoing dialog with the DLA people on these issues and 
several of them are aware but most don't make a distinction between 
the benign gear and the "real" restricted item. The perfect example 
is Motorola MSF-5000 Repeaters. They are associated with a particular 
"weapons" system so now they are demil D.  HT1000 VHF Portables are 
the same situation and they are not even made in an 
encryption/securenet version.

The demil system is broke and if you have recently received any of 
Govliq's emails about contacting your elected officials it is 
directly related to this problem. The DLA solution is to simply not 
sell Demil B/Q items.
