I would be more inclined to say they were co-developed.  I remember an
ongoing conversation among Irv and Keith and Vic at the time, where the
ideas were being proposed and often Irv would try them out, and maybe
Vic suggested to Irv what to try, and it all came along together.  Irv
had a lot of time and energy to build and try things, more than most of
us; but he was an airline pilot, not an engineer, so the ideas behind
it all came from Vic and Keith.

I don't know exactly either, but he was in Southern California and
there were a lot of ideas about T.U.s published in RTTY magazine
when Merrill Swan was publishing it.  (It wasn't called RTTY Journal
until Merrill gave it up.)
