[GreenKeys] Strangely Configured Model 14 Teletype Machine

Christmas break is always the time that finds me puttering with the
teleprinter livery here. This afternoon I finally got at a Model 14 tape
printer that I have had for several years now but have not done anything
with, until now. After tracing out and changing the power connector on it,
I put power and loop to it and... it appears to be strangely configured.
Nothing intelligible prints on the tape. And before anyone suggests
lubricating the thing, it appears to be operating normally. At first
glance it appears to be an otherwise "normal" Model 14. However, on closer
inspection the keyboard is arranged as follows:

The plate on the machine says it's a "Type UA 14". It appears to not shift
at all, but that could be a lube problem.
The machine most likely came out of a telephone CO. Could this be some
sort of special trouble recording machine?
I tried typing on the keyboard but it only sends nulls. I didn't dig
deeply enough into the base to find out what the problem there might be.
I'd be interested in hearing the group's thoughts on this little machine.
