[GreenKeys] A few questions...

Watch the function lever you're interested in and "run" the keyboard to see if
it selects. Then, select that one and run the keyboard for the next one; they
might be sequentially operated.
Many times the same switch block has the BELL and FIGS H function on it. But, that's
only on standard BELL SYSTEM machines. The sequence might be
FIGS H-LTRS. One hint...some stuntboxes are set up so that certain
functions only operate when the machine is in the "select" mode. That
is determine by the "0" codebar. There is a tine on the function bar that
reads the "0" codebar. This might not be the case with a "plain vanilla"
typing unit, but it's worth a check if the function bars don't seem to
operate at all.

There is a mod kit for "Local LTRS". It has a RED button for the top row
and a solenoid/lever that attaches to the left side of the typing unit. The
solenoid operates a small lever which in turn pulls out the FIGS/LTRS
code bar that runs across the front of the machine. It's a very rare
item and I've never seen it in any commercial TTY's, although I do
have that mod on a typing unit I picked up years ago. I gave the associated
keyboard to George, W7TTY, and it has the red LOCAL LTRS key
on it. You could also use any sort of push button. The mod kit is
shown in some of the 28 parts manuals. The mechanical parts
are similar to the "print suppress" mod kit. Same solenooid and bracket.
The Kleinschmidts LOCAL LTRS function is purely mechanical.
