I can't answer that with authority, but here is a related topic.

Teletype built ADIS, Automatic Data Interchange System for the
F.A.A. circa 1959.  One of the operational accessories with this
system was a tape splicer which used some kind of heat-activated
adhesive to join strips of perforator tape.  This was used to join
the unpunched tape so that the punch would not run out of tape and
lose traffic.  I assume the reason for heat was the difficulty
of finding an adhesive that would work with oily tape.
