The jack bodies (S) are insulated from the front panel.  So mounting the box 
to a bulkhead and inserting a plug (dummy or otherwise) will not short the 
circuit to ground.  The original TT-23B/SG manual shows usage of Signal Corps 
CC-66 patch cords and JJ-055B plugs.  Who knows why.  Maybe they were 
overstocked.  :-)
