Yeah, the HF packet people made the unfortunate choice of the Bell modem
with 200 Hz shift, but then so did the AMTOR and Pactor people. I've seen
mods for the AEA PK-232 to change the shift to 170 Hz, which of course
means it turns it into an RTTY-only modem. But then 300 baud HF packet
never was good for much.
