1. Check the cord with an ohmmeter; be sure you have continuity on all
   leads.

2. Check the outlet with a lamp or voltmeter to be sure it's powered.
   
3. Test the On/Off switch with an ohmmeter: see if you're able to
   measure the transformer primary resistance across the power plug
   leads with the switch in one position but not the other (Unplug the
   motor).
