Hi:  The mystery device is for sending the current time out on the signal
line.  In order to make this work, this device was hooked to a stepping
switch which would sample the hours and the minutes. From there it was
converted to a serial format for transmission.  The "serializer" could
be any one of the multi-contact tape readers (such as an LAXD or an LBXD)
or an accessory distributor like the one that was mounted on a 28ASR TD base.
The timer was often used with an automatic numbering module which would
insert serial numbers for messages.  The stepping switch was usually
hard-wired to insert carriage returns and line feeds and to put the time
and station identifier in a logical and easy to read format.
