[GreenKeys] Model 28 All Wound Up

The spring inside the spring drum on one of my Model 28s is would up tight, and seems to be jammed there. The escapement arm moves freely, but when it is disengaged from the toothed wheel on the spring drum, the drum doesn't unwind at all. I've poked and prodded at it with my fingers, but it doesn't seem to be interested in unwinding. Is there something obvious that I should be looking for?
