To "make up" an AN/FGC-25 yes - but just to "operate" the 
TT-179 will work by itself (without a TT-117)  just fine.  
We sold our TT-117 a year or more before we sold our TT-179 
- and used it quite a bit "just by itself" - and with our 
28KSR...     Don't really miss the TT-117 - - I really do 
wish we'd kept the TT-179...
