ARRL is transmitting information that is relevent to the
Amateur Radio service. Transmitting (re-transmitting)
commercial news is not...there might be copyright
issues, too.

And now that you mention it, how is it that ARRL is allowed to
transmit
bulletins (broadcast) not QSO? Seems that W1AW should be constrained
by the
same regulations as other amateur stations, no?

I think that would be considered broadcasting, which is not permitted
to amateur stations. Except there is a provision for transmitting
material of interest to amateurs, such as the ARRL bulletins. There
was, or maybe still is, the ARRL appointment of Official Bulletin
Station for stations that want to retransmit the ARRL bulletins.
You might search the ARRL web site for "official bulletin station"
and see what comes up.
