The old PK-232 box has a signal analysis mode.  It's been a while since
I used one, but on those signals it often said they were synchronous.
In fact you can almost tell that by ear, since there isn't a regular
pattern of start and stop pulses.

Years back there were some trivial methods of encryption being used
just to prevent casual shortwave listeners from getting copy.  Things
like scrambling the order of the bits, or inverting some of the bits.
But you can bet if it is really, seriously encrypted you won't be able
to break the code.
