   It wasn't a missing spring. There are at least
two variants of the spacer mechanism, and one of
the machines I have doesn't have that spring.
There's no place for it, and the support bracket
to which it is connected on one machine has a
different shape on the other.  This change may
be related to the "locking" and "non-locking"
carriage shift mod, from about 1929.
