Thanks Hank, I was thinking that and just forgot to add the gentelman's
agreement part....had a major bit of distraction in the middle of typing :)
I wouldn't want to be the first contest sponsor that added those bands
to a contest.....

To clarify, regulations do not prohibit contesting on WARC bands. By gentleman's 
agreement and by contest rules (so far), there is no contesting on WARC bands.
