I ran mine a few times. It's a fascinating unit. As you guessed, the plate did rotate at one revolution per character. The little window contained a neon lamp that went on and off with the spacing and marking (I can never remember what's what.) If you looked at it in subdued light, the persistance of vision would cause the lamp to look like an arc for the time it was on which, hopefully, would line up with the scale around the perimeter. The "donut" with the scale could be rotated by hand to synchronize it with the signal.
It also has a built in mechanical "FOX" generator.
I've seen two on the railroad back in the late 1970's. I still have one of them.

From what I can see in these ebay pictures this unit appears to be a stroboscopically-tuned distortion test-set for 5-level Baudot equipment...real Teletype engineering...all mechanical, electrical, no electronics. I'll bet they didn't make many of these.
Of course I'm guessing from the labels on the control switches and the fact there's a little window at the start of the fifth bit that seems to be part of a rotating plate on the front panel.
Anybody out there actually use one of these in real-life?
