It's a TD head from a "Dataspeed" unit. They could be set for 5, 6, 7
or 8 level tapes.

The tape guides align with not all 8 holes, as though narrower tape
was intended for reading, and the general design says "prototype" to
me, but I'm turning it over to the experts:
