[GreenKeys] odd keytops on model 15,, why? See attached photo

Are they are spring loaded? I've seen spring loaded key tops on an underwood typewriter, and couldn't figure out why. They were pressed on over top of the normal key tops, so they weren't replacements. I have no idea what purpose the spring loaded tops served.
