The tape tears easily, so I don't think it is Mylar. I am in the UK.

Most of the paper tape that is oiled is yellow or "Canary"
Some of the blue tape is paper on both sides of mylar. Mylar will ruin the
punch pins.
Make sure you can easily tear the tape... if not do not use it.
Where are you located? I could send you a roll.

Rob,
What color is your tape?
Its no problem to use unoiled paper tape. You can oil an inch or two and
run it thru the punch using deletes every month or so to be safe.
Just dont use mylar tape. It will dull the punch pins after awhile.

DRIED OUT.
MANY OF THE MANUFACTURERS PUT THE TAPE IN A BAG IN THE BOX OR LINED THE BOX
WITH A SEAL COATING.
ANOTHER SOLUTION IS TO SPRAY BOTH SIDES OF THE ROLL WITH A MIST OF LIGHT
WEIGHT OIL AND PUT IT IN A PLASTIC BAG FOR AT LEAST A WEEK.
