Figs-J is BELL in ITA2, found on Western Union machines.
(AT&T and military machines are usually USTTY, which has BELL
on Figs-S. BELL is a special case. It's the only non-printing
single-case character. LF, SPACE, CR, FIGS, LTRS, and NULL/BLANK
are the same in both cases, so they can be made non-printing by
just omitting that typebar. BELL, though, requires a special
mechanism to make it not advance the carriage or tape in FIGS
shift only.
But perforators punch everything. They lack the
no-tape-advance mechanism that 14 tape printers have.
So it has to print something for BELL.
