Here is an additional approach, offered for comments and trial by 
anyone who wishes:

RF line bypass caps should be installed as follows:

One type X from Line to Neutral, after the fuse.

One type Y from neutral to chassis.

With this arrangement, a shorted cap (they almost never fail) will 
cause neither danger nor fire.
There is also little chance of making a voltage divider which puts 
half line voltage on an ungrounded chassis.

This is part of a "diatribe" I have with information, suggestions 
and warnings about line cords and bypassing. - Glad to send to 
anyone asking for it.  Those who read it will learn how a fused line 
cord plug can make a widow of your wife.
