[GreenKeys] Model 28H TD

Question for some of those familiar with the Model 28H TD. I have a 28H that does not feed the tape. 
First off I have a manual for the 258b TD covering LXD; LXDB;LXDC that at least breaks down the TD in pictures so I can see how it functions so I hope I am at least using a manual that is close to what I have.
When I put a tape in it and select run everything seems to move (like the sensing fingers) but the feed wheel does not turn. If I move the tape by pulling it will move and prints the ry on the page printer.
I have removed the TD and when I hold in the magnet plate the shaft rotates and all the fingers seem to move in and out but again no movement of the feed wheel. I assume that if it was working as it should the feed wheel should turn when I do this.
If I move the selector to free the feed wheel rotates freely
When I select stop it locks except it will rotate with some clicking. 
When I select run it is the same as being in the stop position as far as I can tell.
Are there any common items like the feed wheel pawls that I should be looking at or some other piece on it? From what I can tell there is no feeding at all and it sure looks like a headache to tear down to get to the problem.
Any thoughts.
