here in Germany we have developed a quite similar system that we  call 
i-Telex.
It's a stand alone unit (no PC required) to establish a dial  up
teleprinter to teleprinter connection
through the internet (by Telnet  in the background).
It works 100 % like a Telex connection in the old  days.
Additional to teleprinter to teleprinter connection you can also  reach
a machine directly
by Telnet or through a website. Each system has  a tiny internet server
built on that you can reach
through an URL. e.g.  http://df3oe.no-ip.org is my one.
There you can leave a message on my  machine through the web form.
The "@" sign triggers the answerback unit of  my machine, which should
be "92612 treu d"
It is also possible to  receive and send emails with the teleprinter.

Unfortunately we have  been to lazy to make a website so far....in
order to demonstrate
our  project.

If  there will be a demand we might be also willing to make a speed
conversion  from 45 to 50 Bauds
and USTTY to ITU2 to let US guys participate at our  network.

It would be also nice to work together John's  development.
