[GreenKeys] Punch Binary Tape on an ASR33

I did some binary punching on an ASR33.  It was OK until I discovered that my tape punch had the control characters that turn it on & off.  To get around this, when I sent out a punch off character (Control-T), I needed to follow it with a punch on command (which wouldn't get punched) and continue.
Yes, it would type all sorts of things and generally make a mess on the paper, but if you needed binary paper tape (I used it on a Data I/O prom programmer) you endured.
Note that the function was punched into the tape (if it was on) THEN the action was taken.
