I'm curious too. Never understood with all the smarts at NSA why they couldn't accomodate receiving characters from keyboards and TDs at whatever rate they came in. I once bought on surplus a three-rack system full of regenerative repeaters and also a TD stepper facility which simply put out pulses at a character rate.
