I've done that. Implemented on an ARM microcontroller dev board with GSM
modem. It wasn't very interesting because it couldn't do much else but if
anyone wants my ugly C code you're welcome to it.
I found it much more useful to connect the loop to a small computer running
HeavyMetal and then writing apps that talk to it via tcp/ip connections,
letting heavymetal deal with the loop, echo suppression, character set
translation, etc.
