Thanks. I’ll try the hairdryer method suggested by David and see if I can pin it down. The 1500uf cap came from Wayne and was not brand new but he said he tested it prior to sending so I’m confident it’s good.
The 250 cap is NOS I bought on ebay. I got two of them and have tried both. The seller claimed they were tested good.

Brad,
If the machine operates in local mode, then it most definitely will "communicate". It's doing exactly that already, albeit in a local loop. The KB is sending data and the TU is receiving and printing it.
Getting it to talk to another machine is as easy as making the correct connections.
As far as the thermal fault, I'd suspect an issue with the power supply or other control electronics. I don't have a 33 ASR schematic at hand, but if there's a regulator in there, I'd head in that direction. That assumes all the new (are they new?) caps are good, etc.

I’m working on changing the wiring to 20ma current loop so I can interface this thing and see how it actually communicates, if at all.
The only weird thing is if I run the 33 for longer than, say, 30 min, suddenly all the characters I type become random. If I unplug and let the 33 sit for 20 min, then power up again, it’s back to normal. I would be tempted to think caps but I have ‘new’ tested caps from Wayne.
Another thing – the tractor doesn’t pull paper. Linefeed works, but typically it’ll only advance the paper a half line and then not at all. It’s like it has no grip.
Other than that, she’s looking great. :) Thanks to everyone for their help and suggestions.
