[GreenKeys] Changing speeds on a Lorenz Lo-15b

The Chinese ST188 opto couplers are still in limbo after
twelve days in Chicago. Probably stuck in Customs.

I ordered some RPR-220 reflective opto couplers from
mouser.com which is local. They arrived the next day.

The motor is running at 2454 RPM.
The sensor output is 450 Hz.
Running it up to 2700 RPM gives me 495 Hz.

Need to order a right angle 3-pin connector for clearance.
Probably need to add a small trim pot to adjust the level
variation on the transistor.

But we have a signal that accurately reflects the RPM
using the original markings on the motor.

All in all, I'm quite pleased with this.
