Western Union was a large outfit.
It makes sense that they'd shave the paper to the absolute minimum that
was needed. Over the course of thousands of telegrams a 1/16 of an inch
adds up.

Western Union, Western Electric, Bell Systems, they ALL did cost analysis.
And if Western Union told (not asked) the Teletype corporation "We want"
the Teletype corporation responded with "Sure, how many?"
