I'm not familiar with the British design, but some polar designs
don't need any current at all to hold.  Like polar relays are supposed
to be adjusted so that whichever way the contact goes, it stays there
with no current through the coils.  (called "side stable", which
basically adds some hysteresis to the signaling)
