I believe those the fractions were used for financial applications.  Stocks used to be traded in 1/8ths.  At some point, they changed to 1/16ths, and finally to decimal in 2001.

Just curious now that I have a 14, 15 and 19 that someday will want to change from fraction to 'normal'.   

Was TWX the main user of fractions ? Any documentation why the decision to use
fractions vs the other UC characters ?
