When the mini dishes came out there was a big to-do over that.
The FCC fixed it by passing a law that says you must allow
people to have a mini dish. There were some rules about where
you could mount it.
Here, in my community, you can have a dish - BUT you can't have
it on the roof (community roof) because the roofer said that would
void our 20-year guarantee. If you put it on the roof, anyway,
you'll get a nasty-gram stating that if it isn't off the roof by
Wednesday (when the maintenance company comes by) they will take
it down for you, at a charge, of course.
I've lived in several housing scenarios. There are good and bad points
in all of them. Currently, at 65, I'm sorry I can't put up a tower with
a 5-6 band quad - but I'm pretty happy that the amount of maintenance
I have to do is close to ZERO.
I'm currently using that isotron 40m thingy. Either 40M is pretty dead
all the time, or else it doesn't work. Probably part of the problem is
it's on a 15' mast, and surrounded by concrete buildings.
I'm looking in QST
at some of the temporary antennas to see if they might do better. I can
put it on my balcony while using it - but I'd have to take it down when
finished.

"Thank you for coming, Mrs. Goddard.
The school is concerned about your boy's math skills.
Let's just say young Robert is no balloon scientist."
